Add Pashto language support based on Urdu language files
This commit adds support for the Pashto language (ps) to espeak-ng. The implementation is based on Urdu language files and includes ps_rules, ps_list, ps_emoji, ps_extra files and updated Makefile.am to include Pashto in the dictionary targets and build rules.

Russian: Several new words have been added, such as some medical and linguistic terms, the names of some government organizations of the Russian Federation and other words.
pt_list: remove uncommon names from Portuguese dict source
A few days ago, more than 800 names were added, but some of them are not
as common as I thought. Names that had a frequency of less than 1,000 in
the 2010 Brazilian Census were removed.
Add a list of names with the correct pronunciations in Portuguese
The names in the list are not pronounced correctly by espeak-ng when
they are without accents/diacritics. For example, Mario is pronounced
[maɾˈiʊ] instead of [mˈaɾjʊ].
As we know, many systems store people's names without accents due to
technical reasons. Additionally, many people use their names without an
accent online. The update aims to improve espeak-ng's support for these
technical and cultural facts.
The main reason for the addition is that speech synthesis is also used
to call people waiting for healthcare by name.
