envelope_dat.

envelope_dat and envelope_paths were only set but never used.
LoadEnvelope() and LoadEnvelope2() no longer need fname as an argument.

stepping on 'temp' file from different compilation steps:

The fix is to add dependency on 'espeak-ng' similar to other rules.

Fix pronunciation of given name Shaoni

This specifies that the es* mbrola voices are rather for Spanish
spanish.

The standard codename for United Kingdom for locales is UK.

- We want to use br* voices in priority for Brazilian Portugues, but not
  for general Portuguese.
- We want to use ca* and Belgian voices for Canadian and Belgian French,
  but rather not for general French.

It currently erroneously sets the fr5 voice.

Otherwise espeak_SetVoiceByName returns EE_OK even if the mbrola voice
file could not be loaded and thus setting the voice actually failed.

All other mbrola voices follow the "language-mbrola-number" name format.
