Adding an initial support for [Karakalpak
language](https://en.wikipedia.org/wiki/Karakalpak_language)

This function was added to the `translate.h` header in #1811 but the
associated function definition was not added to `translate.c`

Add the Portuguese pronunciation for the dollar. Currently it's
pronounced "sifR'&U~" as per the rule at
cb62d93fd7/dictsource/pt_rules (L1312)

Added several exceptions for italian language,
tested in the first quarter of 2024.

I know the formatting might be controversial, but it might help in the
long run.

I noticed the Dutch emoji file was missing some translations. I cleaned
the whole file where I could:

- added missing translations
- longhand numbers
- fixed translation for ⚒ emoji
- removed all capital letters from translations
- removed colons and commas from translations
- removed the "flag" prefix from all county flags for consistency with
the English emoji file
- split abbreviations like OK in separate letters
