Otherwise if e.g. only mbrola-fr4 is installed, when the application tries
to load voice en-french, it actually ends up trying to load mb-fr1-en.

This specifies that the es* mbrola voices are rather for Spanish
spanish.

The standard codename for United Kingdom for locales is UK.

- We want to use br* voices in priority for Brazilian Portugues, but not
  for general Portuguese.
- We want to use ca* and Belgian voices for Canadian and Belgian French,
  but rather not for general French.

It currently erroneously sets the fr5 voice.

All other mbrola voices follow the "language-mbrola-number" name format.

CalcPitches_Tone() now accepts cmn for translator_name.
SelectTranslator() now has a case for yue instead of zhy.

Option "language <name>"already causes SelectTranslator(<name>) to be
called. Having two options to do almost the same thing is unnecessary
and confusing.

In the long term, all options from SelectTranslator() should have a
switch case in LoadVoice() so they are user configurable (see #218). If
needed, a new option (maybe called "LoadOptions") could be added to load
an existing voice or language file.

There are small differences for diphone sets, but these are not used
from eSpeak NG.

These are some improvements to the german voices, both default and mbrola. It fixes some sounds of phonemes and also pronunciation of words. I also modified the mbrola phoneme and voice files to make them sound more natural. The stressLength setting is that it matches the way espeak deals with the lengths.
